A Trump-era public health rule remains in place, but that's not stopping the flow of illegal immigrants crossing the Texas border. Title 42 is a pandemic-era measure that has been used to expedite deportations. El Paso Mayor Oscar Leeser says there are 20-thousand people on the Mexican side of the border waiting to enter his city. The border remains closed, and a chain link fence has been set up for crowd control. The mayor has activated the city's emergency operations center and the Red Cross has been called in to help.
